I can transfer the dvr file by giving url http://10.118.202.162:8081/vldms/dvr?rec_id=2017092709&segmentId=0 to client 

But I don't know how to compose the file url for client stream and I see in MedisUrl.cpp the is_file_media function is not yet implemented
